The Certified Regulatory Compliance Manager (CRCM) certification is the undisputed professional credential for financial services professionals whose primary function and expertise focus on the application, implementation and maintenance of relevant federal and state regulatory requirements as they relate to a financial services organization's business.

The CRCM designation signifies that an individual working in this field has attained comprehensive training in the following professional knowledge areas: Credit, Deposits, Bank Operations, BSA/AML, CRA/HMDA, Privacy, Securities, Insurance & Other Financial Services.


Curriculum

Candidates must pass an examination that covers the knowledge areas below:
  1. Credit (30% of the exam) - Equal Credit Opportunity Act/Regulation B, Consumer Leasing Act/Regulation M, Flood Disaster Protection Act and flood insurance regulations, Truth in Lending Act/Regulation Z, Unfair and Deceptive Practices Act/Regulation AA, Fair Housing Act, Fair Credit Reporting Act, Real Estate Settlement Procedures Act/Regulation X, Fair Debt Collection Practices Act, Servicemembers Civil Relief Act, Homeowners Protection Act (PMI), Insider Lending/Regulation, Credit by banks for the purpose of purchasing or carrying margin, stocks/Regulation U, Lending limits, Appraisals, DOD Regulations on Payday Lending

  2. Deposits (15% of the exam) - Electronic Funds Transfer Act/Regulation E, Interest on deposits/Regulation Q, Expedited Funds Availability Act/Regulation CC, FDIC deposit insurance regs, Reserve requirements/Regulation D, Truth in Savings Act/Regulation DD

  3. Bank Operations (10% of the exam) - Transactions with affiliates/Regulation W, Financial Disclosure Regulations, Minimum security devices and procedures/Bank Protection Act, Bank Bribery Act, Branch Closing Policy Statements, IRS Tax Regulations, Unclaimed Property/Dormant Accounts

  4. BSA/AML (15% of the exam) - USA PATRIOT Act, Bank Secrecy Act and money laundering regulations, Office of Foreign Asset Control Regulations (OFAC)

  5. CRA/HMDA (12% of the exam) - Home Mortgage Disclosure Act (HMDA), CRA Sunshine Act, Community Reinvestment Act (CRA), Interstate Branching and Banking Efficiency Act

  6. Privacy (10% of the exam) - Right to Financial Privacy Act, Privacy of Consumer Financial Information, Children’s Online Privacy Protection Act, Information Security, Do Not Call (TCPA), Do Not Email (CANSPAM), and Do Not Fax (Junk Fax Prevention Act)

Examination Requirements

The qualifying exam consists of 200 multiple-choice questions; four hours is provided in which to complete the exam. Candidates may retake the exam if they do not pass; the exam re-take fee is $225. Candidates have the option of taking the exam in one of two formats:
  • A proctored exam at the candidate’s company, with an ICB-certified member serving as exam proctor
  • At an exam site that is within 2 hours driving time from the candidate's company

Additional Requirements

Candidates must meet the experience, education, ethics and examination requirements determined to be competency measures for compliance professionals:
  • Professional Experience & Education
    • A minimum of three (3) years experience as a compliance professional with primary responsibility for the full range of compliance functions is required (note: The ideal candidate for CRCM certification has five years of compliance experience)
    • In addition, you must have completed a minimum of 80 hours of ICB-approved compliance related training within the last five (5) years

  • Professional Reference - Two letters of recommendation from senior officials (i.e., CEO, President, Department Head, etc.) at your organization attesting to your qualifications for certification including your compliance experience as well as your ethical character

  • Ethics Statement - Each candidate must sign ICB's Professional Code of Ethics statement, which is the last page of the application

  • Application – Candidates must complete and submit an application, affirming that they comply with the eligibility requirements at the time of submission; application fee is $550, covers exam as well

Continuing Education Requirements

Each certificant must complete sixty (60) credits of continuing education every three (3) years. Certificants are allowed to carry over up to twenty (20) credits per three-year cycle.

An annual membership fee of $199 also is required to keep certification active.
